Many retailer cards are issued by banks, which have responded to the ongoing economic crisis by tightening card approval standards. And there may be less benefit in it for retailers, who’ve stopped promoting these cards as aggressively as they once did. It may not be worth it to them if many customers simply use the card once for the initial discount and then cut it up.
