Our mission statement
The TransUnion Public Sector Advisory Board was created to add executive perspective and insight into the unique needs of the public sector. This insight enables TransUnion to help government agencies make informed decisions, manage risks and reduce costs. Led by Jonathan McDonald, the board comprises experienced leaders from both the public and private sectors who are strongly motivated to help government entities achieve their goals.
Executive Vice President, Public Sector
Jonathan McDonald leads TransUnion’s Public Sector business which provides a suite of mission-critical solutions to help U.S. federal, state and local government agencies manage risk and reduce costs. He has hands-on experience managing large technology programs within various government agencies.
At the state level, he headed a number of programs focused on entity verification, non-obvious relationship analytics, fraud detection and investigations solutions. He's a former U.S. Marine and has a bachelor's degree in statistics and technology, and an MBA from the University of Maryland Robert H. Smith School of Business.
Intelligence and National Security Alliance (INSA)
As president of INSA, Charles Alsup brings together the public, private and academic sectors to collaborate on the most challenging policy issues and potential solutions. He was appointed to this position after serving five years as INSA's vice president for policy, during which he oversaw the activities of INSA’s policy-focused councils, task forces and working groups.
He joined INSA after more than 40 years of federal service, including serving as the Associate Deputy Director of National Intelligence for Policy, Plans and Requirements (ADDNI/PPR) within the Office of the Director of National Intelligence. He also served 6 years as Senior National Security Policy Advisor to the Chairman of the Senate Armed Services Committee, following his 28 years of service in the U.S. Army.
Roger W. Baker
Roger Baker Consulting LLC
The Honorable Roger W. Baker served as Assistant Secretary and Chief Information Officer for the U.S. Department of Veterans Affairs from May 2009 to March 2013. While there, he led the transformation of the agency (which has the federal government’s second largest IT department, 8,000 employees and a $4 billion annual budget) into a customer-driven, results-oriented organization. He also served as CIO for the U.S. Department of Commerce from 1998 to 2001.
Baker was most recently Chief Strategy Officer at Agilex Technologies, where he aligned the company’s growth, go-to-market and service-delivery strategies to address client requirements. He earned his bachelor’s degree in computer science and an MBA from the University of Michigan. Baker has won numerous awards that recognize his service to veterans and the nation, and is a three-time recipient of the Federal 100 Award.
W. Ralph Basham

W. Ralph Basham is one of the most recognized and respected leaders in the law enforcement and homeland security communities. Over the course of his 38-year career in the federal government, Basham held top posts in four of the eight operational components of what is now the U.S. Department of Homeland Security: commissioner of U.S. Customs and Border Protection, director of the U.S. Secret Service, director of the Federal Law Enforcement Training Centers, and chief of staff at the Transportation Security Administration.
Basham served in these leadership positions as a senior executive presidential appointee in the Clinton, George W. Bush and Obama administrations. He earned a bachelor's degree in business administration from Southeastern University in Washington, D.C.

Dan Chaddock focuses on bringing together cross-functional teams to build innovative, financial experiences grounded in agile principles, collaborative groups and member-centered design. Previously at Navy Federal, he was Vice President of Enterprise Software, responsible for all development, integration and testing. Prior, Chaddock spent 10 years at the Internal Revenue Service serving as Associate CIO and chief visionary helping modernize the technology infrastructure and move the IRS to a data-driven culture. He also led the data revolution at AOL – making it the largest data warehouse in the U.S. at that time.
Chaddock’s career has spanned the private, public and not-for-profit sectors. He has a proven track record of creating innovative solutions to deliver large scale, mission-critical technology changes. He received his bachelor’s degree from the College of William and Mary.
Tier 1 Consulting Group, LLC
Henry Chao has over 20 years of experience leading national scale implementations of complex healthcare programs for the federal government. As Chief Technology Officer with the Centers for Medicare & Medicaid Services, he established technical standards and reference architectures to promote greater efficiency and responsiveness to key healthcare business processes. And, as CIO, Chao optimized secure and efficient data sharing across federal and state programs, supporting the insurance marketplace under the Affordable Care Act.
A recognized and trusted leader, Chao has forged strategic relationships and formed coalitions with government and commercial organizations across the healthcare ecosystem to achieve common policy and business objectives.
Blue Oryx LLC
Katharina McFarland served in a Senate confirmed position with the Department of Defense as the Assistant Secretary of Defense (Acquisition) or ASD(A). In this role, she was principal adviser to the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics. McFarland advised on all matters related to acquisition for the entire DOD Enterprise, which included preparation of all Service and Agency Major Defense Acquisition Programs (MDAPs) for review and decision, and collaboration with all federal agencies and industry on procurement activities.
McFarland also served as President of the Defense Acquisition University (DAU), which under her leadership, provided practitioner training, career management, and services to enable the acquisition, technology, logistics and requirements community to make smart business decisions, and deliver timely and affordable capabilities to the Warfighter.
Doug Wolfe oversees operations at BlackLynx (formerly Ryft) which specializes in high-performance analytics and computing. Prior, he served 33 years with the CIA, his last position being Associate Deputy Director of Science and Technology. He retired from federal service in December 2017.
Wolfe was named Chief Information Officer (CIO) at the CIA in 2013, in charge of Agency Information Technology (IT) vision and strategic direction, along with advising the Intelligence Community (IC) CIO. He held additional CIA positions, among them were Deputy Director for Acquisition, Technology, and Facilities at the Office of the Director of National Intelligence (ODNI); Deputy Director of the Office of Global Access (OGA), and program manager overseeing the end-to-end system acquisition of an innovative new source and method for the Intelligence Community. Wolfe holds a bachelor’s degree in mechanical engineering from the University of Southern California, and a master’s degree in system engineering from Virginia Tech.
