Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person’s subsidiary, affiliate, agent, subcontractor, or assignee with whom the consumer has, or prior to assignment had, an account, contract, or debtor-creditor relationship for the purposes of reviewing the active account or collecting the financial obligation owing for the account, contract, or debt
- Any person acting pursuant to a court order, warrant, or subpoena
- A state or local agency, or its agents or assigns, which administers a program for establishing and enforcing child support obligations
- A state or local agency, or its agents or assigns, acting to investigate fraud, including Medicaid fraud; acting to investigate or collect delinquent taxes or assessments, including interest, penalties, and unpaid court orders; or acting to fulfill any of its other statutory responsibilities
- A federal, state, or local governmental entity, including a law enforcement agency, court, or its agents or assigns
- Any person for the sole purpose of providing a credit file monitoring subscription service to which the consumer has subscribed
- Any person for the purpose of providing a consumer with a copy of the consumer’s credit report or credit score upon the consumer’s request
- Any depository financial institution for checking, savings, and investment accounts
- Any person or entity for insurance purposes, including use in setting or adjusting a rate, adjusting a claim, or underwriting

Alaska
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, the person's subsidiary, affiliate, or agent, or the person's assignee with whom a consumer has or, before the assignment, had an account, contract, or debtor-creditor relationship if the purpose of the use is to review the consumer's account or to collect a financial obligation owing on the account, contract, or debt.
- A person acting under a court order, warrant, or subpoena.
- An agency of a state or municipality that administers a program for establishing and enforcing child support obligations.
- The Department of Health, its agents, or its assigns when investigating fraud.
- The Department of Revenue, its agents, or its assigns when investigating or collecting delinquent taxes or unpaid court orders or when implementing its other statutory responsibilities.
- A person if the purpose of the use is prescreening allowed under FCRA 604(c).
- A person administering a credit file monitoring subscription service to which the consumer has subscribed.
- A person providing a consumer with a copy of the consumer's credit report or score at the consumer's request.
- A person if the database or file of the CRA consists entirely of information concerning and used solely for one or more of the following purposes criminal record information, personal loss history information, fraud prevention or detection, tenant screening, or employment screening.
- A person for use for insurance purposes in setting a rate, adjusting a rate, adjusting a claim, or underwriting, except that this paragraph may not be interpreted to authorize an insurance practice that is prohibited by other law.
- A person when acting only as a reseller of consumer information; however, a CRA that acts as a reseller must honor a security freeze placed on a consumer’s credit report and score by another CRA.

Arizona
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, a subsidiary, affiliate, agent or subcontractor of that person, an assignee of a financial obligation owed by the consumer to that person or a prospective assignee of a financial obligation owed by the consumer to that person in conjunction with the proposed purchase of the financial obligation with which the consumer has or had before assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owed for the account, contract or negotiable instrument. For the purposes of this paragraph, “reviewing the account” includes activities that are related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee or prospective assignee of a person to whom access has been granted under this section for the purpose of facilitating the extension of credit or other permissible use.
- Any state or local agency, law enforcement agency, trial court or private collection agency acting pursuant to a court order, warrant, or subpoena.
- A child support agency acting pursuant to Title 25, chapter 3, article 2 or Title IV-D of the Social Security Act.
- The Department of Health Services or its agents or assigns acting to investigate fraud.
- The Department of Revenue or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- The Department of Transportation or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- The administrative office of the courts to conduct audits or investigate fraud or for applicant screening.
- Any agency or entity for the purposes of prescreening or postscreening as provided for by the FCRA 604.
- Any person or entity that administers a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of the consumer’s credit report or consumer’s credit score on the consumer’s request.
- Except as otherwise provided by law, a person setting or adjusting a rate or claim or underwriting for insurance purposes.
- Any state or federally regulated bank or financial institution for checking, savings, and investment accounts.
- Any person who uses a consumer reporting agency’s database or file that consists entirely of information concerning, and is used solely for criminal record information, fraud prevention or detection, tenant screening, or employment screening.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or an entity, or a subsidiary, an affiliate, or an agent of that person or entity, or an assignee of a financial obligation owed by the consumer to that person or entity, or a prospective assignee of a financial obligation owed by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or a contract including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owed for the account, contract, or negotiable instrument. "Reviewing the account" includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, an affiliate, an agent, an assignee, or a prospective assignee of a person or an entity to which access has been granted for purposes of facilitating the extension of credit or other permissible use.
- A state or local agency, law enforcement agency, trial court, or private collection agency acting under a court order, warrant, or subpoena.
- A child support agency acting under Title IV-D of the Social Security Act, 42 U.S.C. § 651 et seq.
- The state or its agents or assigns acting to investigate fraud or acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other constitutional or statutory responsibilities if such responsibilities are consistent with a permissible purpose under 15 U.S.C. § 1681b.
- The use of credit information used for purposes permitted under 15 U.S.C. § 1681b(c).
- Any person or entity administering a credit file monitoring subscription or similar service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his or her credit report or credit score upon the request of the consumer.
- Any person using the information in connection with the business of insurance.
- A CRA for its database or file that is used for one or more of the following: maintaining criminal records, fraud prevention or detection, maintaining personal loss history information, or employment, tenant, or individual background screening.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity with which the consumer has or had, prior to any assignment, an account or contract, including a demand deposit account, or to which the consumer issued a negotiable instrument, for the purpose of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. A subsidiary, affiliate, or agent of a person or entity just described, an assignee of a financial obligation owing by the consumer to such a person or entity, or a prospective assignee of a financial obligation owing by the consumer to such a person or entity in conjunction with the proposed purchase of the financial obligation, for the purpose of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. "Reviewing the account" includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted pursuant to a temporary lift of the freeze for purposes of facilitating the extension of credit or other permissible use.
- Any state or local agency, law enforcement agency, trial court, or private collection agency acting pursuant to a court order, warrant, or subpoena.
- A child support agency acting pursuant to Chapter 2 (commencing with Section 17400) of Division 17 of the Family Code or Title IV-D of the Social Security Act (42 U.S.C. et seq.).
- The State Department of Health Care Services or its agents or assigns acting to investigate Medi-Cal fraud.
- The Franchise Tax Board or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- The use of credit information for the purposes of prescreening under the FCRA.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his or her credit report upon the consumer’s request.

Colorado
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of that person or entity that owns a financial obligation owing by the consumer to that person or entity, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, debt, or negotiable instrument, and lawful associated costs.
- An assignee or a prospective assignee of a financial obligation owing by the consumer to a person or entity above.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted pursuant to a temporary lift of the freeze for purposes of facilitating the extension of credit or other permissible use.
- A state or local agency, law enforcement agency, trial court, private collection agency, or person acting pursuant to a court order, warrant, or subpoena authorizing the use of the consumer report.
- A child support enforcement agency acting to enforce child support obligations.
- The Department of Health Care Policy and Financing or its agents or assigns acting to investigate fraud.
- The Department of Human Services or its agents or assignees acting to investigate fraud.
- The Department of Revenue or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities or exercise any of its statutory authority.
- The use of credit information for the purposes of prescreening under the FCRA.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his or her consumer report upon the consumer's request.
- Any person or entity for use in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.
- A pension plan acting to determine the consumer's eligibility for plan benefits or payments authorized by law or to investigate fraud.
- A person conducting a pre-sentence investigation in a criminal matter or a probation officer using this information for supervision of an offender.
- A collections investigator or other person engaged in the collecting of fees, fines, or restitution assessed in a court proceeding.
- A licensed hospital with which the consumer has or had a contract, or a debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the contract, account, or debt.
- A law enforcement agency or its agents acting to investigate a crime or conducting a criminal background check.

Connecticut
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person’s subsidiary, affiliate, agent or assignee with which the consumer has or, prior to assignment, had an account, contract or debtor-creditor relationship for the purpose of reviewing the account or collecting the financial obligation owing for the account, contract, or debt. For purposes of this subsection, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee or prospective assignee of a person to whom access has been granted pursuant to a temporary lift of the security freeze for the purpose of facilitating the extension of credit or other permissible use.
- Any person acting pursuant to a court order, warrant, or subpoena.
- Any person for the purpose of using such credit information to prescreen under the FCRA.
- Any person for the sole purpose of providing a credit file monitoring subscription service to which the consumer has subscribed.
- A credit rating agency for the sole purpose of providing a consumer with a copy of his or her credit report upon the consumer’s request.
- A federal, state, or local governmental entity, including a law enforcement agency, or court, or their agents or assignees pursuant to their statutory or regulatory duties.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person's subsidiary, affiliate, agent, or assignee with which the consumer has or, prior to assignment, had an account, contract, or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or debt. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted pursuant to a temporary lift of the freeze for purposes of facilitating the extension of credit or other permissible use.
- Any person or entity acting pursuant to a court order, warrant, or subpoena.
- A state or local agency which administers a program for establishing and enforcing child support obligations.
- The Department of Justice, law-enforcement agencies, and the Department of Health and Social Services and their agents or assigns acting to investigate fraud.
- The State Division of Revenue or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- A person or entity for the purposes of prescreening or post-screening under the FCRA.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of that consumer's own credit report upon the consumer's request.
- Any property and casualty insurance company for use only in setting or adjusting a rate or underwriting for property and casualty insurance purposes.

District of Columbia
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity (including a subsidiary, affiliate, or agent of that person or entity; an assignee of a financial obligation owing by the consumer to that person or entity; or a prospective assignee of a financial obligation owing by the consumer to that person or entity), with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account in conjunction with the proposed purchase of a financial obligation or collecting the financial obligation owing for the account, contract, or negotiable instrument. For purposes of this paragraph, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A person or entity acting pursuant to a court order, warrant, subpoena, or other compulsory process.
- A state or local agency that administers a program for establishing and enforcing child support obligations.
- A third party for the purposes of prescreening under section FCRA 604(e).
- A person or entity for the purpose of providing a consumer with a copy of his or her credit report upon the consumer’s request.
- An insurance company, licensed in the District, for the purpose of setting or adjusting a rate or premium, adjusting a claim, or underwriting for property and casualty insurance purposes.
- A person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- A state, local, or federal government agency and its agents acting pursuant to a lawful investigation or to fulfill any of its other official duties.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person to whom the consumer owes a financial obligation or a subsidiary, affiliate, or agent of the person, or an assignee of a financial obligation owed by the consumer to the person, or a prospective assignee of a financial obligation owed by the consumer to the person in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owed for the account, contract, or negotiable instrument. For purposes of this paragraph, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted under this section for purposes of facilitating the extension of credit or other permissible use.
- A state agency acting within its lawful investigative or regulatory authority.
- A state or local law enforcement agency acting to investigate a crime or conducting a criminal background check.
- Any person administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person for the purpose of providing a consumer with a copy of the consumer report upon the consumer’s request.
- Any person pursuant to a court order lawfully entered.
- The use of credit information for the purposes of prescreening under the FCRA.
- Any insurance company for use in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.
- A CRA’s database or file which consists entirely of information concerning, and is used solely for, one or more of the following: criminal record information, personal loss history information, fraud prevention or detection, tenant screening, or employment screening.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person's subsidiary, affiliate, agent, or assignee with which the consumer has or, prior to assignment, had an account, contract, or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or debt, or extending credit to a consumer with a prior or existing account, contract, or debtor-creditor relationship. For purposes of this subsection, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any person acting pursuant to a court order, warrant, or subpoena.
- A child support enforcement agency when investigating a child support case pursuant to Title IV-D of the Social Security Act (42 U.S.C. Sections 651 to 669b).
- The Department of the Attorney General or county prosecuting attorneys or their agents or assignees acting to investigate Medicaid fraud.
- The Department of Taxation, county taxing authorities, or any of their agents or assignees, acting to investigate or collect delinquent taxes or assessments, including interest and penalties, unpaid court orders, or to fulfill any of their other statutory or charter responsibilities.
- Any person for the sole purpose of providing a credit file monitoring subscription service to which the consumer has subscribed.
- A person for the sole purpose of providing a consumer with a copy of the consumer's credit report upon the consumer's request.
- Any person or entity using a credit report in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A third party to review the consumer's account with the third party, including for account maintenance or monitoring credit line increases or other upgrades or enhancements
- A third party to collect on a financial obligation owed by the consumer to the third party requesting the credit report
- A third party to review the consumer's account with another person, or collect on a financial obligation owed by the consumer to another person, and the third party requesting the credit report is a subsidiary, affiliate, agent, assignee, or prospective assignee of the person holding the consumer's account or to whom the consumer owes a financial obligation
- A third party acting under a court order, warrant, or subpoena requiring release of the credit report
- A child support agency, or its agent or assignee acting under part D, title IV, of the social security act or a similar state law
- The federal Department of Health and Human Services or a similar state agency, or its agent or assignee, investigating Medicare or Medicaid fraud
- The federal Internal Revenue Service; a state taxing authority; the Division of Motor Vehicles of the Idaho Transportation Department; a county, municipality or other taxing district; a federal, state or local law enforcement agency to investigate or collect delinquent taxes, assessments or unpaid court
- A third party using the information solely for criminal record information, tenant screening, employment screening, fraud prevention or detection, or personal loss history information
- A third party administering a credit file monitoring service to which the consumer has subscribed
- A third party who requests the credit report for the sole purpose of providing the consumer with a copy of the consumer's credit report or credit score upon the consumer's request

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of that person or entity, or an assignee of a financial obligation owing by the consumer to that person or entity, or a prospective assignee of a financial obligation owing by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. For purposes of this subsection, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any state or local agency, law enforcement agency, trial court, or private collection agency acting pursuant to a court order, warrant, or subpoena.

- Any person or entity for the purpose of providing a consumer with a copy of his or her credit report or score upon the consumer’s request.
- Any person using the information in connection with the underwriting of insurance.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, including a subsidiary, an affiliate, an agent, an assignee of a financial obligation owed by the consumer to the person, or a prospective assignee of a financial obligation owed by the consumer to the person in connection with the proposed purchase of the financial obligation, to whom the consumer owes a financial obligation in connection with any of the following:
- An account, including a demand deposit account, that the consumer has with the person, for the purpose of: (i) reviewing the account, including activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements; or (ii) collecting the obligation owed in connection with the account
- A contract, for the purpose of collecting the obligation owed in connection with the contract
- A negotiable instrument that the consumer has issued to the person, for the purpose of collecting the obligation owed in connection with the negotiable instrument
- A law enforcement agency
- Any person administering a credit monitoring subscription service to which the consumer has subscribed
- The consumer, upon the consumer’s request, or any other person for the purpose of providing the consumer with a copy of the consumer’s consumer report, upon the consumer’s request
- Any of the following that provides services to a consumer: An insurer licensed under IC 27; an insurance producer licensed under IC 27; an agent, a vendor, or an employee of: (i) an insurer licensed under IC 27; or (ii) an insurance producer licensed under IC 27; while acting on behalf of the insurer or the insurance producer

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or person’s subsidiary, affiliate, agent, or assignee with which the consumer has or prior to assignment had an account, contract, or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or debt, or extending credit to a consumer with a prior or existing account, contract, or debtor-creditor relationship. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted under a temporary suspension for purposes of facilitating the extension of credit or another permissible use.
- A person acting pursuant to a court order, warrant, or subpoena.
- Child support enforcement officials when investigating a child support case pursuant to Title IV-D or Title XIX of the federal Social Security Act.
- The department of health and human services or its agents or assignees acting to investigate fraud under the medical assistance program.
- The department of revenue or local taxing authorities, or any of their agents or assignees, acting to investigate or collect delinquent taxes or assessments, including interest and penalties and unpaid court orders, or to fulfill any of their other statutory or other responsibilities.
- A person's use of credit information for prescreening as provided by the FCRA.
- A person for the sole purpose of providing a credit file monitoring subscription service to which the consumer has subscribed.
- A CRA for the sole purpose of providing a customer with a copy of the consumer credit report upon the consumer's request.
- A person’s use of a consumer credit report in connection with the business of insurance.

Kansas
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A federal, state, or local governmental entity, including a law enforcement agency or court, or agents or assigns thereof.
- A private collection agency for the sole purpose of assisting in the collection of an existing debt of the consumer who is the subject of the consumer report requested.

- A deposit account information service company which issues to inquiring banks or other financial institutions, for use only in reviewing a consumer request for a deposit account at the inquiring bank or financial institution, reports regarding account closures due to fraud, substantial overdrafts, ATM abuse or similar negative information regarding a consumer.
- An employer in connection with any application for employment with the employer.
- Any person administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for use in setting or adjusting a rate, adjusting a claim or underwriting for insurance purposes.

| - A person or agent thereof, or an assignee of a financial obligation owing by the consumer to such person or agent thereof, or a prospective assignee of a financial obligation owing by the consumer to that person or agent thereof in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had, prior to assignment, an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract or negotiable instrument. “Reviewing the account” shall include activities related to account maintenance, monitoring, credit line increases and account upgrades and enhancements; or access to said account by a subsidiary, affiliate, agent, assignee or prospective assignee of a person, or agent thereof, to whom access has been granted for purposes of facilitating the extension of credit or other permissible use.
- Any federal, state or local agency, law enforcement agency, or trial court acting pursuant to a court order, warrant, or subpoena.

- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted to a credit report pursuant to a temporary lifting of a freeze by a consumer for purposes of facilitating the extension of credit or other permissible use.
- Any person using a credit report and acting pursuant to a court order, warrant, or subpoena.
- Any federal, state, or local agency that administers a program for establishing and enforcing child support obligations.
- Any federal, state, or local agency or its agents or assigns acting to investigate fraud.
- Any federal, state, or local agency or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- A person or entity administering a credit file monitoring subscription or similar service to which the consumer has subscribed.
- A person for use of a credit report for the purpose of prescreening under the FCRA.
- A person or entity for the purpose of providing a consumer with a copy of the consumer’s own credit report or score and upon the consumer’s request.
- A person or entity regulated under Title 33 (insurance).
- A CRA for its database or file that consists entirely of information concerning, and used solely for, one or more of the following: criminal record information, tenant screening, employment screening, fraud prevention or detection, or personal loss history information.

- A person seeking to provide the consumer with a copy of the consumer report or the credit score of the consumer upon the request of the consumer
- A person administering a credit file monitoring subscription service to which the consumer has subscribed
- A person requesting the consumer report pursuant to a court order, warrant, or subpoena
- A federal, state or local governmental entity, agency or instrumentality that is acting within the scope of its authority, including, without limitation, an agency which is seeking to collect child support payments pursuant to Part D of Title IV of the Social Security Act, 42 U.S.C. § 651 et seq.
- A person holding a license issued by the Nevada Gaming Commission pursuant to title 41 of NRS, or the subsidiary, affiliate, agent, assignee or prospective assignee of that person, for purposes relating to any activities conducted pursuant to the license
- An employer, or the subsidiary, affiliate, agent, assignee or prospective assignee of that employer, for purposes of pre-employment screenings relating to the consumer or decisions or investigations relating to the consumer's current or former employment with the employer

For purposes of this subsection, “reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any federal, state, or local governmental entity, including a law enforcement agency, court, or its agents or assigns.
- A private collection agency acting under a court order, warrant, or subpoena.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of the consumer’s consumer report upon the consumer’s request.
- Any person or entity for use in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes. This exemption does not determine or affect whether these uses are permitted under other law.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or subsidiary, affiliate, or agent of that person, or an assignee of a financial obligation owing by the consumer to that person, or a prospective assignee of a financial obligation owing by the consumer to that person in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any state or local law enforcement agency, trial court, or private collection agency acting pursuant to a court order, warrant, or subpoena.
- Any federal, state, or local governmental entity, agency, or instrumentality that is acting within the entity’s, agency’s, or instrumentality’s authority.
- A state or local child support enforcement agency.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity providing a consumer with a copy of the consumer’s credit report upon the consumer’s request.
- Any person or entity for use in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.
- Any person or entity acting to investigate fraud or acting to investigate or collect delinquent taxes or unpaid court orders provided those responsibilities are consistent with section 1681b of the FCRA 15 U.S.C. 1681 et seq.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of that person or entity, or an assignee of a financial obligation owed by the consumer to that person or entity, or a prospective assignee of a financial obligation owed by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owed for the account, contract, or negotiable instrument. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.

- Any person or entity administering a credit file monitoring subscription or similar service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his or her consumer report or credit score upon the request of the consumer.
- Any person using the information in connection with the underwriting of insurance.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person’s subsidiary, affiliate, agent or assignee with which the consumer has or, prior to assignment, had an account, contract or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract or debtor-creditor relationship. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases and account upgrades and enhancements.
- Any person acting pursuant to a judgment, court order, warrant, or subpoena.
- A federal, state or local governmental entity, a law enforcement agency or court, or an agent or assignee of the federal, state or local governmental entity, law enforcement agency or court, for the purpose of investigating fraud or investigating or collecting delinquent taxes, unpaid judgments or court orders or acting otherwise to fulfill statutory or regulatory duties, if the activities or statutory or regulatory duties are consistent with a permissible purpose under FCRA 604.
- Any person for the sole purpose of providing a credit file monitoring subscription service, or similar service to which the consumer has subscribed.
- Any person or entity for the purpose of setting or adjusting rates, for handling claims or underwriting for insurance purposes, to the extent permitted by law.
- A child support agency acting pursuant to Title IV-D of the Social Security Act (42 U.S.C. 651 et seq.)
- A person for the sole purpose of screening an applicant for a residential dwelling unit as described in ORS 90.295 (1).

Pennsylvania
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A federal, state, or local government entity, including a law enforcement agency or court, or their agents or assigns.
- A private collection agency for the sole purpose of assisting in the collection of an existing debt of the consumer who is the subject of the consumer report requested.
- A person or entity or a subsidiary, affiliate or agent of that person or entity, or an assignee of a financial obligation owed by the consumer to that person or entity, or a prospective assignee of a financial obligation owed by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract or negotiable instrument. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee or prospective assignee of a person to whom access has been granted under this section for the purposes of facilitating the extension of credit.
- A consumer reporting agency for the purposes of providing a consumer with a copy of his own consumer report on his request.
- A child support enforcement agency.
- A check services or fraud prevention services company which issues reports on incidents of fraud or authorizations for the purpose of approving or processing negotiable instruments, electronic funds transfers or similar methods of payments.
- A deposit account information service company which issues reports regarding account closures due to fraud, substantial overdrafts, automated teller machine (ATM) abuse or similar negative information regarding a consumer to inquiring banks or other financial institutions for use only in reviewing a consumer request for a deposit account at the inquiring bank or financial institution.
- Any person or entity for use in setting or adjusting a rate, issuing or underwriting a policy, adjusting a claim or servicing a policy for underwriting for property and casualty insurance purposes.
- A person or entity administering a credit file monitoring subscription service or similar service to which the consumer has subscribed.

Puerto Rico
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of the person or entity, or an assignee of a financial obligation owed by the consumer to such person or entity, or a possible assignee of a financial obligation owed by the consumer to such person or entity in connection with the proposed purchase of such financial obligation, with which the consumer has or has had, prior to the assignment, an account or contract including a checking account, or to whom the consumer has issued a negotiable instrument, for purposes of reviewing the account or collecting the financial obligation owed for the account, contact, or negotiable instrument. “Review the account” includes activities connected with maintenance, monitoring the account, increases in the line of credit, and improvements and updates of the account.
- Any state or municipal agency, law enforcement agency, court, or private collection agency acting pursuant to an order, a summons, or a subpoena from a court.
- A child support agency acting pursuant to Title IV-D of the Social Security Act or any other applicable law.
- The state or its agents or assignees acting to investigate fraud, investigating or collecting overdue taxes, unpaid court orders, or to comply with any of its legal obligations, provided that such responsibilities are compatible with the “permissible purpose” under FCRA 604.
- Any person or entity handling a credit file monitoring service or similar service to which the consumer has subscribed.
- Any person or entity for purposes of providing the consumer with a copy of his consumer report or credit score at the consumer’s own request.
- Any person using information for purposes of underwriting insurance.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:

- Any person or entity for the purpose of providing a consumer with a copy of his or her credit report upon the consumer's request

- A person with whom the consumer has an account or contract or to whom the consumer has issued a negotiable instrument, or the person's subsidiary, affiliate, agent, assignee, prospective assignee, subcontractor, or private collection agency, for purposes related to that account, contract, or instrument
- A person who administers a credit file monitoring subscription service to which the consumer has subscribed
- A person for the purpose of providing a consumer with a copy of the consumer's report on the consumer's request
- A depository financial institution for checking, savings, and investment accounts
- An insurance company for the purpose of conducting its ordinary business

- A person who administers a credit file monitoring subscription service to which the consumer has subscribed
- A person for the purpose of providing a consumer with a copy of the consumer's report on the consumer's request
- A depository financial institution for checking, savings, and investment accounts
- An insurance company for the purpose of conducting its ordinary business

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or that person's subsidiary, affiliate, agent or assignee, if the consumer has an account, contract, or debtor-creditor relationship with that person, for the purposes of reviewing the account, collecting the financial obligation of the consumer, fraud control or extending additional credit to the consumer. "Reviewing the account" includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent or assignee of a party or parties for whom a security freeze has been temporarily lifted pursuant to this section for the purpose of facilitating the extension of credit or other permissible use.
- Any person, including, but not limited to, a law enforcement entity, collections officer, or private collection agency, acting pursuant to a court order, warrant, or subpoena authorizing the use of the consumer report, or acting pursuant to a civil investigative demand or request for consumer protection information.
- Any department or division of the state that is acting to investigate a child support case, Medicaid or TennCare fraud, delinquent taxes or assessments, unpaid court orders or settlements of any sort or type, or to fulfill any of their statutory or other duties.
- Any person for the purpose of providing a credit file monitoring subscription service to which the consumer has subscribed.
- A consumer reporting agency for the sole purpose of providing a consumer with a copy of the consumer report upon the consumer's request.
- Any person or entity for the purpose of setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.
- A pension plan acting to determine the consumer's eligibility for plan benefits or payments authorized by law or to investigate fraud.
- Any law enforcement entity or its agent acting to investigate a crime or civil law violation, conduct a criminal background check, conduct a presentence investigation in a criminal matter, or use the information for supervision of a paroled offender.
- A licensed hospital with which the consumer has or had a contract or a debtor-creditor relationship for the purpose of reviewing the account or collecting the financial obligation owing for the contract, account, or debt.
- An attorney-at-law duly licensed in Tennessee representing any person, subsidiary, affiliate, agent, assignee, department, division, or other entity to whom this section does not apply.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A state or local governmental entity, including a law enforcement agency or court or private collection agency, if the entity, agency, or court is acting under a court order, warrant, subpoena, or administrative subpoena.
- A child support agency as defined by Section 101.004, Family Code, acting to investigate or collect child support payments or acting under Title IV-D of the Social Security Act (42 U.S.C. Section 651 et seq).
- The Health and Human Services Commission acting under the following provisions of the Government Code: §§ 544.0052, 544.0101, 544.0102, 544.0103, 544.0104, 544.0105, 544.0106, 544.0108, 544.0109(b) and (d), 544.0110, 544.0113, 544.0114, 544.0251, 544.0252(b), 544.0254, 544.0255, 544.0257, 544.0301, 544.0302, 544.0303, and 544.0304.
- The comptroller acting to investigate or collect delinquent sales or franchise taxes.
- A tax assessor or collector acting to investigate or collect delinquent ad valorem taxes.
- A person for the purposes of prescreening as provided by the FCRA.
- A person with whom the consumer has an account or contract or to whom the consumer has issued a negotiable instrument, or the person’s subsidiary, affiliate, agent, assignee, prospective assignee, or private collection agency, for purposes related to that account, contract, or instrument.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted pursuant to a temporarily lift the security freeze.
- A person who administers a credit file monitoring subscription service to which the consumer has subscribed.
- A person for the purpose of providing a consumer with a copy of the consumer’s report on the consumer’s request.
- A check service or fraud prevention service company that issues consumer reports to prevent or investigate fraud or for purposes of approving or processing negotiable instruments, electronic funds transfers, or similar methods of payment.
- A deposit account information service company that issues consumer reports related to account closures caused by fraud, substantial overdrafts, automated teller machine abuses, or similar negative information regarding a consumer to an inquiring financial institution for use by the financial institution only in reviewing a consumer request for a deposit account with that institution.
- A CRA that acts only to resell credit information by assembling and merging information contained in a database of one or more CRAs and does not maintain a permanent database of credit information from which new consumer reports are produced.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A third party who uses the credit report to review the consumer’s account with the third party or another person, including for account maintenance or monitoring, credit line increases, or other upgrades or enhancements
- A third party who uses the credit report to collect on a financial obligation owed by the consumer to the third party or another person
- A third party who is acting under a court order, warrant, or subpoena requiring release of the credit report
- A child support agency, or its agent or assignee, acting under Part D, Title IV of the Social Security Act or a similar state law
- The federal Department of Health and Human Services or a similar state agency, or its agent or assignee, investigating Medicare or Medicaid fraud
- The federal Internal Revenue Service; a state taxing authority; the Department of Motor Vehicles; a county, municipality, or other entity with taxing authority; a federal, state, or local law enforcement agency; or the agent or assignee of any entity listed in Subsections (1)(b) and (2)(b)(v)(B) to investigate or collect delinquent taxes, assessments, or unpaid court orders
- A third party administering a credit file monitoring subscription to which the consumer has subscribed
- A third party requesting the credit report for the sole purpose of providing the consumer with a copy of the consumer’s credit report or credit score upon the consumer’s request

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person, or the person's subsidiary, affiliate, agent, or assignee with which the consumer has or, prior to assignment, had an account, contract, or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or debt, or extending credit to a consumer with a prior or existing account, contract, or debtor-creditor relationship. "Reviewing the account" includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- A subsidiary, affiliate, agent, assignee, or prospective assignee of a person to whom access has been granted under subsection.
- Any person acting pursuant to a court order, warrant, or subpoena.
- The Office of Child Support when investigating a child support case pursuant to Title IV-D of the Social Security Act (42 U.S.C. et seq.) and 33 V.S.A. 4102.
- The Economic Services Division of the Department for Children and Families or the Department of Vermont Health Access or its agents or assignee acting to investigate welfare or Medicaid fraud.
- The Department of Taxes, municipal taxing authorities, or the Department of Motor Vehicles or any of their agents or assignees, acting to investigate or collect delinquent taxes or assessments, including interest and penalties, unpaid court orders, or to fulfill any of their other statutory or charter responsibilities.
- Any person for the sole purpose of providing a credit file monitoring subscription service to which the consumer has subscribed.
- A credit reporting agency for the sole purpose of providing a consumer with a copy of his or her credit report upon the consumer's request.
- Any property and casualty insurance company for use in setting or adjusting a rate or underwriting for property and casualty insurance purposes.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of that person or entity, or an assignee of a financial obligation owing by the consumer to that person or entity, or a prospective assignee of a financial obligation owing by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. "Reviewing the account" includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any state or local agency, law-enforcement agency, trial court, or private collection agency acting pursuant to a court order, warrant, or subpoena.
- A child support agency acting pursuant to Title IV-D of the Social Security Act 42 U.S.C. § 654 et seq.
- The Commonwealth or its agents or assigns acting to investigate fraud or acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities provided such responsibilities are consistent with a permissible purpose under 15 U.S.C. § 1681b.
- Any person or entity for the purposes of post-screening as provided for by the FCRA.
- Any person or entity administering a credit file monitoring subscription or similar service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his credit report or score upon the consumer's request.
- Any person or entity for use in setting or adjusting a rate, adjusting a claim, or underwriting for insurance purposes.
- Any employer in connection with any application for employment with the employer.

Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or entity, or a subsidiary, affiliate, or agent of that person or entity, or an assignee of a financial obligation owing by the consumer to that person or entity, or a prospective assignee of a financial obligation owing by the consumer to that person or entity in conjunction with the proposed purchase of the financial obligation, with which the consumer has or had prior to assignment an account or contract, including a demand deposit account, or to whom the consumer issued a negotiable instrument, for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract, or negotiable instrument. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any federal, state, or local entity, including a law enforcement agency, court, or their agents or assigns.
- Any person acting under a court order, warrant, or subpoena.
- A child support agency acting under Title IV-D of the social security act (42 U.S.C. Sec. 651 et seq.).
- The department of social and health services acting to fulfill any of its statutory responsibilities.
- The internal revenue service acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- The use of credit information for the purposes of prescreening under the FCRA.
- Any person or entity administering a credit file monitoring subscription service to which the consumer has subscribed.
- Any person or entity for the purpose of providing a consumer with a copy of his or her credit report upon the consumer’s request.
- A mortgage broker or loan originator required to be licensed under state law.

West Virginia
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or the person's subsidiary, affiliate, agent or assignee with whom the consumer has or, prior to assignment, had an account, contract or debtor-creditor relationship for the purposes of reviewing the account or collecting the financial obligation owing for the account, contract or debt
- A person acting pursuant to a court order, warrant, or subpoena
- A state or local agency that administers a program for establishing and enforcing child support obligations
- The West Virginia Department of Health and Human Resources or its agents or assigns acting to investigate fraud
- The West Virginia Department of Revenue or its agents or assigns acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities
- A person or entity administering a credit file monitoring subscription service to which the consumer has subscribed
- A person or entity for the purpose of providing a consumer with a copy of his or her credit report upon the consumer's request
- Any person or entity for use in setting or adjusting a rate, adjusting a claim or underwriting for insurance purposes to the extent not otherwise prohibited by law

Wisconsin
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A person or a subsidiary, affiliate, agent of a person or an assignee or prospective assignee of a financial obligation owing by the individual to a person with whom the individual has, or had prior to assignment, an account or contract, including a demand deposit account; a person to whom the individual issued or is otherwise personally liable on a negotiable instrument; or a person who otherwise has a legitimate business need for the information in connection with a business transaction initiated by the individual; for the purpose of preventing or investigating potential fraud or theft of identity, reviewing the account, collecting the financial obligation owing for the account, contract, or negotiable instrument, or conducting the business transaction; in conjunction with the proposed purchase of the financial obligation. “Reviewing the account” includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
- Any state or local agency, law enforcement agency, court, or private collection agency acting pursuant to a court order, warrant, or subpoena.
- A child support agency acting pursuant to 42 USC 651 to 669b.
- The state or its agents or assigns acting to investigate fraud or acting to investigate or collect delinquent taxes or unpaid court orders or to fulfill any of its other statutory responsibilities.
- A person administering a credit file monitoring subscription service or similar service to which the individual has subscribed.
- A person for the purpose of providing an individual with a copy of his or her consumer report upon the individual’s request.
- An insurer authorized to do business in this state that uses the consumer report in connection with the underwriting of insurance involving the individual.
- A person who intends to use the information for employment purposes.

Wyoming
Where a permissible purpose exists, a security freeze does not apply to the use of a consumer report by the following entities:
| - A third party who does not use the credit report for the purpose of serving as a factor in establishing a consumer's eligibility for credit
- A third party who uses the credit report to review the consumer’s account with the third party or another person, including for account maintenance or monitoring, credit line increases, or other upgrades or enhancements
- A third party who uses the credit report to collect on a financial obligation owed by the consumer to the third party or another person
- A third party pursuant to a court order, warrant, or subpoena requiring release of the credit report by the consumer reporting agency
- A child support agency, or its agent or assignee, acting under Part D, Title IV of the Social Security Act or a similar state law
- The federal Department of Health and Human Services or a similar state agency, or its agent or assignee, investigating Medicare or Medicaid fraud
- The federal Internal Revenue Service, a state taxing authority, the Department of Transportation, Division of Motor Vehicles, a county, municipality, or other entity with taxing authority, a federal, state or local law enforcement agency, or the agent or assignee of any entity listed in this paragraph to investigate or collect delinquent taxes, assessments or unpaid court orders
- A third party administering a credit file monitoring subscription to which the consumer has subscribed
- A third party requesting the credit report for the sole purpose of providing the consumer with a copy of the consumer's credit report or credit score upon the consumer's request
